Administrative, Transportation, Tpl Resources: MIT’s notice addressed to cities to present projects

Law 27.12.2017, n.205, to the art. 1 paragraph 1072, which refinanced the Investment Fund, established pursuant to Law 11.12.2016, n. 232, art.1 paragraph 140.
Therefore, additional resources have been made available for the sector of mass rapid transport systems to fixed installations.
Published the indications to Metropolitan cities and Municipalities to contribute to the resources of the 2018 Budget
The notice addressed to Metropolitan Cities and Municipalities has been published to present projects for rapid mass transportation systems, which contribute to obtaining the resources envisaged by the Investment Facility just refinanced by the Budget Law 2018.
The aim of the notice is to identify a series of sound technical and economic projects that can be financed gradually.
For this, the Ministry asks the administrations to indicate quality projects, responding to standardized formats and tables, MIT Guidelines on the subject, cost-benefit analysis and cost-effectiveness, which will allow to evaluate the projects on the basis of the same objective assumptions.
Government funds will co-finance renewal and improvement projects of the vehicle fleet, enhancement and enhancement or extension of existing lines, extension of the public transport network, even with innovative methods.
Projects must correspond to national and local planning: consistency with the strategic documents annexed to Def 2016 and 2017 “Connecting Italy” and with urban planning and mobility planning tools (Psm – Pums); high socio-economic profitability of the intervention according to the MIT sector guidelines; pay attention to the costs of running the service, which must be obligatorily covered for at least 35% of the proceeds deriving from the tariff rebates; possibility to start quickly, in line with the design levels defined by the Procurement Code and administrative feasibility.
In the last three years, the Government Plan for Metro, Tram and Local Railways has made available more than 10 billion new lines, through various financing instruments including the Investment Facility 2017 and 2018.
This has brought from 2014 to date 27.4 km of new metros with 35 new stations and 31.8 km of new tramways with 67 new stops.
And 63 Km of new subways are being built for 74 new stations and 27.3 Km new tramways / trolleybuses with 117 new stops.
The new tender will serve to accelerate the use of available resources, to recover within reasonable time the gap that still divides us from the rest of Europe in terms of local public transport network.
