The growth of procurement in Italy continues at full speed.

The indicators for the 2nd quarter of 2023, based on findings from the Anac Data Bank, show widespread and constant growth in all sectors: compared to the previous four months (first four months of 2023) supplies, works and services increased by approximately 28.5%, 52.4% and 5.5%.

The economic value

Anac’s quarterly report highlights the growth, evidently driven by the Pnrr contracts. Compared to the first quarter of 2023, there was an increase, in terms of amount, in supplies of approximately +35.4% (supplies representing approximately 34% of the approximately 117.6 billion in total), an increase in works of approximately + 44% (works which represent approximately 34% of the total 117.6 billion and which in the four-month periods May-August 2022 and September-December 2022 recorded, with approximately 51.6 billion and 46.0 billion in amounts, the highest values highest ever) and a significant increase in services of +58.6% (which in this quarter represent approximately 32% of the total 117.6 billion).

The number of contracts

In terms of number, compared to the same four-month period of the previous year, there was a significant increase in procedures in the sectors of supplies and works which increased by +53.1% and +30.8% respectively, and a more limited increase in the services sector which increased by +9.5%. This increase in the number of procedures corresponds, in terms of amount, to a significant increase in supplies and services which grow by +30.4% and +50.8% respectively.

In particular, the increase in the value of the services is due not only to the increase in the number of procedures, as in the case of supplies, but also to important contracts carried out by municipalities or purchasing centers in the railway transport sector or in relation to concessions on natural gas distribution and transportation services or concession on services and management of waste-to-energy plants.

While in the works sector, again in terms of amount, there was a negative decline of -22.6%, fundamentally dependent on the fact that in the four-month period of the previous year (May-August 2022) there was a significant tender of over 19 billion euros from the contracting authority ‘Concessioni stradali lombarde spa’ relating to the 63-year concession of the Brescia-Milan foothill route.

The comparative analysis by procedure for the choice of the contractor shows, for the ordinary sectors in terms of amount, a very significant increase for the restricted procedures with +134.3% and quite significant also for the negotiated procedures both prior to and without prior publication of the tender which increased by +49.7% and 45% respectively. While there was a slight decline in open procedures which decreased by -7.4%.

As regards the special sectors, again in terms of amount, there is a significant increase for direct assignments which increase by +637.1% and for restricted procedures which grow by +307.9% (this growth is due mainly from approximately thirty railway contracts carried out by the Italian Railway Network for a total of approximately 2.2 billion). While there is a concrete decline of -52.2% for the negotiated procedures following publication of the tender.

In terms of number, however, in the ordinary sectors there is an increase in the procedures without prior publication of the notice which increase by +120% and followed by the restricted procedures which increase by +69.3%, while the negotiated procedures following publication of the notice decreased by -22.7%. Finally, still in terms of quantity, in the special sectors the types of procedures that recorded a greater percentage increase are the direct assignments and the open procedures which increased by +21.9% and +14.5% respectively.
